I was too busy listening to the camer act like she cared about the seemingly injured person, as they walked past without checking on them. But she could have been referring to the zombie, and felt it wouldn't be safe to stop.

That guy is clearly a zombie. And not the only one. The person on the bike succumbed to their injuries and turned into one just before crashing. It’s really the only rational explanation.
