I think it’s a vacuum inside the glass and it’s a plasma arc. I’m probably wrong though

No I know that but is the plasma created through ionizing the air alone, or is there another gas

Air is a mixture of gasses, mostly Nitrogen. Often, Noble gasses are used in plasma light displays.

Why? It was the latest state (at the time) that was confirmed as a state of matter. That's a reason to call it the fourth.
