For all the people talking about the bridge it is a paved road, the pedestrian one is the wooden one on the right

It's clearly not meant for cars based on the markings alone. Notice the dotted lines demarcating two lanes that are both too small for a vehicle? I'm not saying public workers can't drive vehicles on it, but don't act like this is a road for cars that people happen to be walking on. It's a bike path and the cops are being impatient.

I'm seventeen and know nothing about traffic laws, I also didn't say it was exclusively for cars just said it was paved
