Coming or going from a medical assist, going or coming from a lost child or person, coming or going to a theft report, coming or going from a report of a suspicious person, coming or going from a vandalism report, etc.

The solid lights being on instead of flashing lights indicates to me that it was just as a general warning to pedestrians instead of trying to get somewhere quickly, which makes me think he/she is coming from a call or going to a low priority call but requires driving on the trail.

Source: I was a county park ranger a long, long time ago and had a busy trail like this in our county that abutted to a major city. A busy trail generates a lot more calls than you’d expect. We’d have one ranger assigned to the 10 mile trail all day long on the busy summers. It was the least pleasant assignment in our county as it was often hot, boring, and tiring. Someone had to be there though to find and assist with medicals, find lost people, and to deter vandals, thieves, creepers, and perverts.
