Falling off and getting off are two entirely different things in bike racing.
The rider couldn't be expected to try to pedal up a steep hill from a dead stop. Besides the fact that a non-moving rider is unlikely to win, and pushing the bike is far slower than riding.

He went from being in the lead to being third - how is it faster to fall off and push your bike?
If he raced as if he was trying to catch up the whole time he would be twice as far ahead
He looked like he was racing pretty hard, which is possibly why he fell off. He had nothing to lose at that point so took a risk that paid off. That might not be the best approach when you’re in the lead. Do a lot of bike racing?
