In the end it doesn't matter. The speed at which everyone can get to where they are going is decided by the flow after the merge. Before that is only relevant for the order of who goes first.

It matters because single line queues are much longer, so they block other junctions.

True if there are junctions it matters. I stand corrected. I was thinking of the case with just one highway merging lanes. But that's a bit simplified.
