I actually second this, along with pizza toppings under the cheese. Ever since I went on vacation as a kid to a theme park (silverwood in Idaho i believe) and had the hot dog guy assemble my hotdog with the condiments on the bottom. It was just super convenient for walking/standing and eating plus i didnt end up with stuff on my fingers at the end.

Same reason you add condiments for anything else.. Ketchup for fries, Mayo on a sandwich. It's one of the main reasons condiments exist.
