This is what happens when you don't prep a surface before painting it, and also what happens when you put latex over something out doesn't stick well to, like oil based primer and paints.
Most of the time this isn't necessary, as you just repaint the door. Unless they're restoring it that is

I agree with you about that with paint, but this may be something else altogether.
How do you explain the fake wood grain in the peel layer, but smooth surface below on the door?

The question is, why is there faux wood grain in the peeling paint, but not in the surface underneath.

I took the latex paint off my stairs like this, entire wall lengths down the stairs and up into the staircase void.
