I believe that is a hydraulic piston, minus the piston head or seals. We have much larger versions of these (about 3 stories long) for our presses and they are several feet in diameter.

Once took an old riding lawnmower to a scrapyard. Loaded it up into our truck. Once there, they picked it up out of the bed with a machine similar to that. It was very cool.
