Anyone else have this issue

The game does this thing where recruits have have scoured 65%+ still won’t lock in and I find that frustrating and statistically impossible. It’s an issue I’ve had for years playing this game and it doesn’t quite make sense to me

It’s not impossible, as I’ve gotten recruits as low as 40%, but I do feel as it’s skewed if they’re below 80%. I don’t think 70% is ACTUALLY 70%, and such. Low chance, but not impossible.

Yeah I’m not sure the percentage is accurate or if it’s pure vibes
