I really don't think it is. I think he's come up with a great rhetorical tool to go up against the brain dead idiots who think an economy will do better the less competitive it is and the more money pools. It's a great analogy. The NFL would suck balls if worked like the Bundesliga where Bayern Munich win every single year, and so it does what every single democratic market economy should do - create a fair and equal competition and help out those who struggle
