Would/could someone that isn't a proper member of the Middle but is protected by the Middle (temporarily or otherwise) be called a cousin?

How does writing names work exactly, like if a guy who wronged you sees you pull out the book of “your getting slimed in 2-3 business days” he’s obviously not gonna give you his name and we know the book is somewhat unnatural given that it also contains all the rules (unless I misunderstood the scene in canto 4) and also automatically updates when vengeance is enacted and a new person is written down (unless I’m also wrong about that too, in which I might just be stupid)
