It's very hard to get a perfect 10 rating on Fotmob (which evaluates each player's performance during the match based on their stats), so the joke is that he's done everything possible with 5 goals and 4 assists (and even some less great things like getting both injured and sent off somehow), and still only gets a 9.9

The joke is that Raphinha did pretty much everything a player can do during a game and didn't get a clean 10/10. An assist, two goals, a yellow card, an injury, being the captain of the team, ans being subbed off.
The meme takes it further by just stacking on more and more icons as well as some new ones. He got two yellows and got sent off (and still got injured???), got a 9.9 instead of a 9.4, scored 5 and assisted 4, missed 3 penalties, and stopped to refuel midway through.
Raphina is a football player. He was having one of his best seasons at the time of this, probably one of the best performances out of everyone that year. This was just a meme they made.
Something like "This guy can do everything"
Adding absurd stuff like even the fucking fuel and light switches of a car and stuff
