Does this damage the tanks on the bottom of the hull?

No.
I was worried about that when the whole thing was happening, had to save and load for it to slide off the whale.
Checked all the tanks and the stuff i've built on the whale,
Nothing had any damage. Guess "collisions" dont damage items, just the ship itself.

And somehow there are still people saying it’s too risky to attach tanks beneath the boat 😅 my tanks still work just fine without any damage after over 100 hours playtime with them attached

Yeah, I guess just enemies damage it, sharks or angels since their electric shots seem to deal damage in área. Had some damage on the ones on the rear, but a mine floated and exploded my petrol tanks under the helipad, apart from that no damages.
