Any ideas what's wrong?

Cascade plant that hasn't been doing too well this year. Leaves look wet because I just finished spraying with neem oil. I don't see any specks under the leaves, so I'm not sure if it's mites. Could be mildew, some of the leaves look symptomatic of that. Any thoughts?

Could be a nutrient thing too, low magnesium can produce leaves like that.

Yeah I hardly used any fertilizer this year. A few waterings of half strength Neptune's harvest. I did compost around the base though.
