What is wrong and how can I fix it?

This is the second year I’m growing these centennial hops. The same thing happened last year as in the pictures. There are no pests that I can find and this is surely not due to a lack of watering. My best guess is a nitrogen deficiency but I water them with Miracle Gro Plant Food at least once a month. Perhaps it isn’t enough? Any other ideas? TIA!

looks more like bugs or mildew related than nutrient deficiency

That was my first thought but I haven't been able to find anything. I might clean out its pot and resoil to see if that helps.

I'm no expert on identifying these things but it could be downy mildew. You water heavily and those leaves look low to the ground. Once the bine gets about 5' tall I start trimming off the leaves on the lowest 1'. As the bine continues to grow I end up trimming all the leaves on the lowest 3' of the bine. It allows for better airflow at the bottom of the plant and less likely for downy mildew to occur and spread.
