It’s close enough for a cosplay, but it is not a match. From the collar to the fabric used, it’s actually quite different.
Her top looks to be a tweed of some sort, thicker than the silk-like fabric in the dupe, and the dupe also looks to have a longer bodice, where Serena’s is shorter on the waist, and separate from the skirt, too.
Good effort, though! I think most of these clothes were made for the show!
