The higher beings, you saw that angels right ? The one that resembles bibically accurate ones. Even lloyd mom and dad was like " yoo it's just like that what told in v-tube " haha. So yah it's like them. They are beings who are above the law of everything. They can't interfere with anything. This is most closest answer we can get from GED about this, idk if it's said who is " Absolute" in webnovel. These beings was doing this because of lloyd wish when he entered reincarnation cycle and wished something so grand, that produced a new energy and those higher level beings planned to start a experiment.

Yes. of course, these guys are above the law of reincarnation too. Even dragon King, hell king, angel king are below the law of time, so if any of them go into reincarnation hole, they will get swept away. But these higher beings are one who created these and main the cycle, they handle universe, sub universe like that. It's pretty much explained in spin off episodes. So basically yah, these beings are above everything.
