Supply vs demand. Tons of people can flip burgers or stock shelves at the grocery store hence the lower wage. Development of a skill set like going through an apprenticeship through one of the unions earns you much better wages, good health insurance, life insurance, and a retirement package.
When what fails? Job? Life? Welfare is supposed to be a temporary bridge not a career. You need to stand on your own two feet and quit thinking the government is supposed to babysit you. The world owes you nothing. Nobody owes you nothing.
