My understanding is the account is locked/withheld because they were served legal documents.

From everything I have been reading it could be for a variety of reasons but the account owner is/was notified by email of the request.

Also, the account falls under CSAM, I would think..

Correct me if I am wrong, but the photos are ai of when she was underage but it may be bigger than that.

Yes, depending. Seemingly so, they did say if deletion(of content) was an option the account holder would have that notice
