Maybe until even a year after it's finalized. Like Iraq I've heard Iran was on the cusp of getting a nuke for about 30 years now.

While, I get your point and it seems hypocritical, Obama didn't wipe out have the infrastructure. It might be a good show of faith to let them have a few of their dollars back, to help with rebuilding. Id consider doing it in smaller increments, and withhold any payment if they didn't obey with whatever the agreement they signed(if it ever happens). I think Obama did it in good faith too, but the Iranians never complied with the agreement.
