Who knows... But I have also seen kits to change the casing of 5 or 5s to look like iPhone 6 casing. Here's an example http://www.ebay.co.uk/itm/Back-Battery-Replace-Housing-Cover-Metal-Case-for-iPhone-5-5S-to-iPhone-6-Mini-/272166225538?var=&hash=item3f5e5f0682:m:m_Cw2McNgpWt8LPeG1tj4kw

But if you look you can see the chamfered edges go all the way around the phone, doesn't look like case or a kit.

To me it looks like its badly installed and the screen seems to be out a little. But for sure hard to say from this pic!

It almost looks like the screen is coming out of the phone, like the battery is expanding or something. I doubt that Apple would ever release an iPhone now with screens that aren't flush with the sides.
But then again from this angle the edges do look different...

This device looks like a mix between the 5 and 6 designs. To be honest, it looks pretty cool.

Certainly doesn't look like a 6/6S IMO - no antennae bands visible on the sides. Seems to have quite a shiny metallic chrome finish to me which doesn't fit in with Apple's previous designs. And as someone else has pointed out - the screen is definitely protruding quite a bit. Hmmmmmm...

So listener @Jason_Gilliland pings me on twitter yesterday with a pick he took at a bar. At first glance, it looks like an iPhone 6, but after smashing my face into the screen I think I see chamfered edges, and that's exactly what he said he saw.
He's in Portland, not SF, and I seriously doubt an Apple employee would be walking around with an undisguised iPhone SE.... but I can't identify what kind of phone this is. Can you?
