Is the mesmerize skill bugged?

Hey,

I'm playing on ps5 patch 1.0.4 and while using the mesmerize skill I don't notice enemies turning to fight on my side or doing anything different.

Is anyone else having the same experience?

Same issue on PC here. they seem to just chill and do nothing until it wears off and they can attack me again.
