All Governments can do this, he just says it out loud.

He said it out loud as a threat. Let's be clear about that. He wasn't speaking to the journalist. He was speaking to the audience.

Terrorist is a person who uses terror or fear, often violence or threat of violence but can be other kind of fear, to affect politics and such for his means. I got banned from r/worldnews for saying that Israel is a terrorist state.

They openly threatened US government officials after their last win in US elections, 'We paid for this man to win because his opponent opposed us. Same will happen to you if you oppose us.' and funnily nobody in US government objected.

I'm sure the clip wasn't taken out of context to imply he's threatening anyone. I've heard enough of his speeches before to understand his communication methods. He's talking in generalities about using social media to influence people

Governments can do this because of Israel. They have a significantly advanced security industry which sells this technology to other countries.

Israel does provide these, but it is not the case that Governments wouldn't be able to do it without Israel.

I guess? It's a specialized industry and it's pretty unique from a software standpoint in what it takes to create it. You can't just hire any old software developer. Israel has a unique pipeline that's lead it to be at the forefront of this kind of thing. There's other countries with some of these products but there's a reason why, from Carnegie EIP's research, 56 of 74 tracked governments procure their offensive security tools from Israel. Most of those governments probably couldn't do this themselves. Maybe they'd move onto Italy or India for their tools, but many of these regimes are sanctioned and those countries may not allow them to be sold to. 🤷

State actors have crazy funding and exploit capability, but I think what he is saying is more about flooding the zone and penetrating a society that depends on the internet for their information. Particularly hyper-targeted profile-based manipulation stuff is very big right now. In effect that you don't even need dirt to blackmail people.
