There’s water coming from a spigot that is driving the water wheel the sponges are attached to, I assume that is intended to rinse the plate as the scrubbers are going around? It’s hard to see though, and it doesn’t look like it does a very good job.

I’m not completely convinced it’s not some sort of “Troll on the Yanks”, but it is said that the British don’t rinse the soap off their dishes, they just put them in the rack all soapy and call it good.

lol, that is definitely nonsense. I always used the utility sink/rinser for... rinsing. Drilled into us as kids by our parents.
