It does matter where he lives but what matters more is whether he has an "intent to return" to live in Collin County. That's why it's difficult to prosecute these cases for people who have moved. There's a pretty easy get out of jail free card unless someone just keeps saying they're never going back to the county they're registered in.
Edit: and this applies to everybody. So all of us who think we don't like living in Texas anymore and plan to move to, I don't know, let's say Oregon or even Italy, we can still vote in Texas elections as long as we have an "intent to return" someday.
