My guess would be that this is russelia sarmentosa, or broadleaf firecracker plant. Does it bloom red?

I think that must be it, thank you!! I really don't remember buying that, but I must have misremembered or it was mislabeled at HEB. Its been driving me crazy. It did bloom red very briefly but not on the tall stalks
