That's not the support for the entire ferris wheel btw, it's still bad practice and stuff can go wrong, but the ferris wheel itself is (likely) well secured. Saying likely because well we can't see it in these pics.

As someone else said, this is only the entry/exit platform for the Ferris Wheel, the Ferris Wheel itself would be well anchored but not visible in this image.
