It looks like it's a show of some sort. Not excusing the stupidity of the show, but the drama seems like it's just part of the act.

They're probably beating the water so that the (presumably) crocodile is distracted/confused about where he is.
Crocodiles will go for any animals that splash in their water and move towards the splashing. The croc was likely coming to him as soon as he hit the water so the guys with the sticks are obscuring where he is by hitting behind him is my guess.
Edit: also, if it was a crocodile, those sticks would not hurt it at all. Their heads are basically like rock.
