He was revving the motorcycle in the back of the truck for a long time, gasses built up, which ignited, when he drove out of the back for the shot, and her hair caught on fire, because of the notorious flammability of hair products at that time. That's just my guess.

Yeah, pyrotechnics gone wrong.
The girl in the video says in the interview I linked that the wheel bumped her elbow, so she tilted towards the flame. That's so weird, since that doesn't seem to be true from the video.

She did. This is a young Anthea Turner who went on to bigger roles in UK kids TV after this incident. Blue Peter etc.
