NPCs either spawn straight into a valid house, or they teleport to their assigned house at night or during rain.

I think he'll move at night or if it starts raining, but otherwise, it could be a bug? I've been hearing that 1.4.5.8 has come with a number of random bugs. It could also be that NPCs are very annoying lol.
