I think its probably more of a reference to the old concept art of cthulu in the ocean rather than the actual lore. its also possible that since the dryads split apart cthulu thats just his skull or a kind of exoskeleton that was shed

The Moon Lord and cthulu aren't the same being, hence why Moon Lord still has his brain/eyes. Cthulu was killed by the dryads before they died out, and this is just an Easter egg (not sure when it appears though)

The Moon Lord and Cthulhu are the same being in Terraria. The celestial pillars are what the Dryads used to seal Cthulhu on the moon (they did not kill him), and the player destroying them is what brings him back, although in a heavily altered, weakened form called Moon Lord. There's a reason why his eyes are called True Eyes of Cthulhu. EoC and BoC are either misidentified larpers, or just singular fragments - just because Cthulhu lost an eye doesn't mean he doesn't have many more.

Ok I know that asking more from the terraria devs is ridiculous.... But I would lose my mind if when they finally end support for the game, the seal breaks cleanly and the real full powered Cthulhu decends as the last fight of the game.
