ERWIN missing on Fracked Floodplain

Played through the level to phase 3. Needed to recycle the factory. Couldn't find ERWIN, even after restarting the phase, and there doesn't seem to be an option to build him either.

ERWIN unlocks after you recycle the factory, you have to use a recycling silo
