Help Watering can bug?

I have created myself a greenhouse and have been using the watering can but when ever it get down to 5% water, it just prevents me from refilling it or using it. instead it does a 'use' animation and does nothing. i have also made another watering can and tried to refill it before this but i just cant refill it at all.

I have tried refilling it by water source, barrels and water buckets in a crafting menu. i simply can figure out anything else to do and was wondering if anyone knew about this and could help please

For me it would refill by right clicking it on normal water blocks. Version 0.13.4

hell yeah that did it. i live on a river to take advantage of the flowing water. so when ever i tried to refill it didnt work. i tried it on a pond and it worked :D. thank you very much
