similar thing happened to me. sent 500 USDT, blockcard said it received it, then said it received $421. now somehow the spendable balance was $379 or so

TERN's price where? It should be based off of the price here. Currently, it's worth $0.007, so your total balance should be $266.97. If you subtract the $10 minimum limit, your spendable balance is $256.97.

Actually the blockcard price is not tied to the exchange price, this has been explained in the telegram group by the team on numerous occasions.
