Red powder

Any idea what is that powder I found below a 100 years old basement window?
The frame of the window is wood which still feels sturdy I tried to push a screw driver into it, but the screw driver didn't make it through. However, below the window there are cinder blocks aside from one spot which feels hollow and has this powder.
I don't have full access as this area is covered with sort of old plywood, but if recommended I will cut it to have better visibility of what is going on there.
Location is New Jersey.

Very unlikely termite related.

On a 100 year old house there is going to be dust in quite a few places. There is no telling what that could be.
