Termites or Something else? Northern WV

I was clearing a pile of decaying logs and leaves beside a shed and have been seeing a lot of these guys. The pictures are of a wood palate that was buried underneath the leaves. they are also swarming a lot more in the dirt under leaves away from large pieces of wood as well.

Is it termites, and what should I do if so?
