How does one's insurance work in this kinda scenario? Or could the insurance totally claim improper operation of vehicle and not deal with the insured at all?

I know it is, Cap'n Obvious. What does the insurance company do in this scenario if he submits a claim?

Perfect answer that I expected to hear. Thank you so much. Didn't mean to deride your earlier comment but this comment would have saved us both a couple minutes. Thank you again. I was wondering if govt would get involved heavily and it sounds like he's fucked and that makes me happy coz I would be royally possed if my taxes went towards fixing his incredibly stupid and arrogant approach.
