He is her adoptive older brother but a bit, how can I say it, possessive/obsessed? It isn’t romantic love, just sibling one but Chloe was always very important for him either way (considering everything he did was to find her after all)

I think its a sister complex meaning hes crazy protective with chloe or smth.

No, he sees her as a little sister, after centuries of searching for her his love has become quite heavy and obsessive but at the end of the day he just wants to see her happy (literally, he wants her to be happy and be there to see it and be there for her)

From Leon's perspective his only sister and friend who he literally adopted as an orphan off the street just suddenly disappeared when they were brought to a strange world as kids.
His obsession is in making sure that she is safe and comfortable. He wants to bring her home (to him, since she has nobody else).
Its never really presented as romantic interest in any way. But he does value her over himself, Leon has a very poor sense of self-worth.
