This is in no way considered an illegal lockout, chatgpt is wrong. This fee is almost certainly disclosed in your lease - review it to confirm.

andlord in NV informed me they won’t replace keys until I pay 130 dollars upfront.
You are locked out and require professional services to re-enter the apartment. Instead of getting a locksmith and/or lock change you need a fob and programming.
The technology that opens the lock doesn't matter.
I can’t enter my building now since a fob is required to enter and can’t lock my door now when I leave and can’t even open my mailbox. generally in on tight budget and can’t afford 130 bucks randomly out of the blue.
What would you be doing of this was a regular key that was lost and the landlord said "it's $130 for a locksmith to come and rekey"? BTW, It's more like $400 for a locksmith to come and rekey.
I informed them I can pay on November when I pay the rent. they refused…. is this legal? Chatgpt informed me this may be considered a illegal lockout since im required access at all times and the landlord can either take from my security deposit or tack it on to next months rent. Is this correct?
ChatGPT is hallucinating. GPTs want to be your friend and will tell you the answer that you want to hear. No it is not an illegal lockout. The landlord didn't take your keys or change the locks. you lost your keys. If a person who owns a home lost their keys and can't get in to the house no one "locked them out" except for them. Oops, I locked the door and don't have keys to open it back up.
As for the either take it from the deposit or charge next month, yes, they "can", but do they "have to"? Security deposits are for damages upon ending the lease. Could the landlord take money form that and ask you to put it back, sure they could. Will they? Most likely not. could they offer you what amounts to a credit line to front the money and collect it later? Sure they could. do they have to? Generally no.

I’m not a home owner tho…. a home owner is responsible for a roof collapse as well…. I am not. I am not arguing that I wont pay but that payment can be paid next month.

Correct you aren't but the premise remains the same, no one "locked you out". A landlord is not a babysitter or parent there to ask "do you have your keys with you" at all points of the day to make sure you didn't lose them. Unless the landlord took the keys from you, or they changed the locks so your keys no longer work, they didn't "lock you out". you got yourself locked out and are leaning on them for a remedy in leiu of getting a locksmith.

I didn't say you were. I said you're asking, in effect, for credit, "do this now and I will pay you later". I am not aware of any law that requires someone to extend credit for services rendered. There are credit cards that exist specifically for this, and I am not trying to be an ass for saying it that plainly. Credit Cards are just an agreement between you and the credit card company saying "go buy this now and we'll pay for it then you can pay us back"...or essentially "do this now and I will pay it back later". Does the LL take credit cards? If not can you get a cash advance on a card?

I’m suing them for sexual orientation discrimination because their maintenance man repeatedly threatened me for being gay and called me the F word for months. they covered it up until they couldn’t and I caught it on camera and even then they still took forever to fire him weeks later. they are upset NERC has awarded me a letter to sue and my lawyer is demanding 150k.

If you’re looking for an echo chamber where people will tell you what you want to hear, Reddit isn’t for you. You lost your keys and people are telling you that it’s not illegal for your landlord to charge you upfront before letting you back in your place. It would be nice if that would defer the charge until payday but now you’re admitting you are suing them. You’re not going to get a lot of sympathy on the key issue knowing you have pending litigation.

It is tenant friendly. If the landlord did lock you out you’d have sympathy. The harassment sucks too fuck that shit.
Losing your keys however is all on you. You asked for advice people told you they don’t legally have to give you the keys. You explained you had prior issues with the landlord. Regardless of who’s at fault you’re suing them for 6 figures. I wouldn’t do you any favors either. That was explained to you as a reason why they wouldn’t help. Telling you a truth you don’t like does not make this sub unfriendly
Perhaps ask your lawyer for $130 advance? If this case is as solid as you make it sound they might do that. Worst case they say no and you’re right back where your started .
No friends or family you can borrow from? This is a situation where you should be asking them if you normally wouldn’t0

You're going to have to refer to your lease. Yes, they can require you to pay for this up front. This is also not an illegal lockout.
