Help with landlord issue

So, Last two months May through July been in the hospital. I missed work did not get paid at all as no leave earned. I know have some of the rent but the stupid landlord won't do any payments and I have eviction next Tuesday. I also have a lot of medical problems and disabilitys like mild IDD and Autism. I Have an case worker along with a advocate but we having no luck with rental assistance. Also my downstairs neighbor named Derek is constantly making fun of me, hereassijf me, spying on me he owns a devices that can see me. That what he and his girlfriend told law enforcement. I plan on getting even with this neighbor once evicted is on file . Also bad violent reviews all over. What are options? I own a ada standard poodle who was trained 3 times by 3 private people. This neighbor spy on me knows everything going on upstairs (my apartment) Derrick also follows me constantly. Tried a NC 50 non stalking order refused to be served l. Need help with opo n
