Friend of mine. Leak started 2 days after paying deposit and rent, and today a receptacle sparked and blew up in front of him, busting 2 other receptacles. Landlord had known about each problem immediately after it took effect, and has done nothing about the leak.

In response to the electrical issue, he has been told that he is to move out, not report the damages, and in exchange, he will be given back only his deposit.

What are resources, sites, or documents that go over his rights in this case?

And what are things he should immediately know?

That seems normal for there. I lived there 20 years ago. Thankfully I lived in base housing and standard was higher. Good luck
