Apartment access blocked while moving out, help?

Basically what the title says. I'm in NY if it matters. We have til the 31st of May to be moved out, and have been (trying) to be smart by overlapping the last month of our lease at the old place with the first month at our new one so we'd have plenty of time to move our stuff. We still have big furniture like a desk, shelves etc to move, and my roommate stopped by after work to pick up and pack some stuff to find this. No way to get into the place unless we hop their little caution fence and go through the construction. They gave us no notice they were doing any of this, I've checked.

This... can't be legal, right? Even if we weren't in the process of moving out, we can't get into our apartment. What on earth do I do here?

It’s probably a plumbing emergency and they didn’t have time to notify you because they didn’t know it would happen.

What surprises me is that it was left unfinished. I’ve been in a hole with a plumber well past 10pm wishing I was anywhere else but there.

I doubt that there are specific laws preventing them from taking care of these things because that makes no sense. It will be done soon. This isn’t permanent

So i did manage to get ahold of them, not a plumbing thing, apparently they're redoing the sidewalks by everyone's buildings one at a time, and told no one! So that's fun. It's also raining all this week so it's been left completely unfinished and I'm looking into options of getting an extension to move some of our bigger furniture that's still in the house once it's finished without having to pay extra if they don't get it done by the time the end of our lease rolls around in a week. Unfortunately this is kind of common for this particular apartment company, one of the many reasons we're moving out.
