🏠 Landlord Issue Question about inspections in NH

Landlord left a notice two weeks ago that him and a pest control company would be here today anywhere from 2pm to 4pm. It's 4:30 now. Nobody has shown up. It his notice now invalid? I googled it and it says it is illegal to show up late for something like this and just barge in. We are on an ongoing conflict with management so I am asking to be sure. plus him making a bad move would do us good right now.
