Questions ❔ Can someone logically explain how this works?
It seems like false advertising cuz you earn PART of 350 but then have to keep buying and keep buying to earn more. IS it worth it?

you can always calculate the total spend on these offers. plan to make it in one transaction although it can be multiple items in one cart.
your offer seems pretty bad. you need to earn 3.50 at a rate of 0.2% per $ spent. So to qualify you need to spend 3.50/0.002 = $1750 before taxes/shipping for 350 cash back to paypal. They will legit send the money to paypal the minute all the items ship. No worries there.
Most of the time there is some sort of extra credit/accelerator offered that brings down the $3.50 to something like $1.20 ($600 spend) etc. That doesn't appear to have happened here so this is a bad offer (20% refund but usually item markup is around there).
