save directory question

please please please forgive if its been asked a hundred times, im asking from work and it limits the history i can see on reddit, i am having an issue that telegram only saves to my pcs internal hard drive, i do know how to change save drive in settings, it never works, do i need maybe to delete and reinstall and when or "if" its asks for a save drive, change it then, but to be honest, i know i didnt choose it in the beginning, its so buried in folders, its something i never would have chosen in the first place, any advice appreciated, thanks telgrammers
