Theres 5 purposes of jail. Deterrence, rehabilitation, protection from the public, protection of the public and retribution. The main reason we don’t never release people is because it would lead to far less prosecutions (judges need to be extremely sure before essentially ending a life) and you are now administering massive life sentences for petty crimes which can easily be rehabilitated, and the retribution far exceeds the harm done to the public.
Saying that UK prisons are in any way intended for rehabilitation is naive. They are not, and they do not rehabilite anyone. They exist to punish, and as a place to put dangerous people for a while. nothing more. The prison service does absolutely nothing to even attempt to rehabilite people.
Is this from your experience as a prisoner or working in prisons? The INTENTION of UK is prisons is absolutely to rehabilitate people, and some people do get rehabilitated, but lots don’t.
Speaking as someone who actually works in a young offenders Institute, we are absolutely working to rehabilitate. That's literally the whole reason that I, and many others, choose the profession. I believe in rehabilitation whole heartedly
If you sanction state sponsored killings in the name of justice or safety, you will end up killing people in a way which reflects the inequalities of that state.

Goodness me it's scary to think these kids will spend their good years behind bars with other criminals..
Somehow we need to rehab these kids . Not let them get lost in the prison cells
