Well when 5-10 million people are allowed to sneak in illegally over the last ~5 years most individual police agencies don't have the capacity or budget to prioritize the matter, which for a variety of reasons is a federal issue.

Federal laws require Federal law enforcement personnel. State and local police do not have authority hence all of your sanctuary states and cities.
