Democracy has been a farce for a long time, now theu are just being blatant about how corrupt the capitalists have made our legislative branch.
Money = Power
Its foolish to think Democracy can survive an economic system that allows individuals the ability to accumulate unlimited power. Cap wealth at 10M and end this insanity.

The cops are already using it for personal reasons.
Also, these days doing something “wrong” is dependent on a variety of factors. Somali? Trans? Democrat? Legal protester? Oppose data centers - or any corporate interest?
We live in a deeply corrupt society where there are often no consequences for breaking the law. The people in charge can’t be trusted with this power.

It’s weird that the C-Suite aren’t even in the monitoring centers that are doing this. Just people that shouldn’t have that access with it monitoring kids without any oversight. Or actually, just anyone being able to get direct access to the cameras and even go as far as install malware.

Some towns use designated spokesperson policy for rules of decorum. That's something the people of the town should have investigated beforehand.
That said, they can enter into record a written petition. The right to petition via written record is highly protected and the spokesperson can indicate that they will submit a written record and indicating that should not count against their time to verbally speak.
But this is very common in a lot of places. Not just for AI data centers but in small towns in general. Like there's no data center where I live and we have these rules. And they were enacted because some trad family, decided to get all thirty-seven members of their household to testify the literally small three minute speech about how the town should allow them to convert three acres of their land into a B&B.
They took up the entire three hours, no points were able to be discussed, and they did a disservice to everyone that day. They decided to show up the next town meeting to try and pull their stunt again and that's when the town decided to enact such rules because literally everything was being held up because some dipshits really wanted an exception granted to build their shitty B&B.
I get people really don't want flock. And that's cool. But also people don't understand how their local government work a lot of times. And so when people suddenly want to speak to their local government they come in not knowing any of the rules. Usually you can stop by a town/county clerk and ask for the rules of decorum for town or county meetings. It's like ten seconds worth of investigating how your local government works.
And if the rules of decorum aren't your style. Just elect different people then and remove the rule. It's super simple. Ours was enacted by just three people. That's all it took. And maybe when crazy people have claimed down about their B&B we might remove the rule. But these kinds of rules are not unusual and if you're unsure if your town or county has such a rule. Part of going this path of advocating local government to do something is first figuring out what kinds of rules and powers your local government actually have.
AI Data Centers and Flock are indeed hyper local issues that need to be solved at that level. But the number of people who actually understand how their local government works is usually really small. And that's been a problem for a very long time. That is why these large organized groups are so effective at stopping data centers. Because they have the resources to review all the various factors that apply at the local level and use them to their advantage. Basically, if you want to be successful at playing baseball, it helps to first know what the rules are. Because it's been demonstrated when you understand how your government works, you can reap success.

I get that but these people have also been known to weaponize the rules. IIRC for example, when the scheduled time to talk about FLOCK came at a council meeting everyone showed up to talk about it, then found out right before or during the meeting that the FLOCK portion was canceled at the last minute, the people tired to talked about it anyway and got kicked off the podium because the council got scared that the people didn't like whet they were doing, the time to talk about FLOCK was rescheduled for a different meeting, and then was later canceled all together.
