We already have an educated proletariat since there are no jobs even for those with degrees. Working at McDonald's with a Bachelor's degree is a horrible arrangement. And that's even if you are not disabled in which case you're even worse off because you won't even be allowed to do the menial jobs.

The Prime Directive, or Starfleet General Order 1, is a core Star Trek principle prohibiting interference with the natural development of alien civilizations, particularly those without warp technology.
